Concrete Spalling Repair Questions

What Illawarra property owners, strata managers and builders tend to ask about rust, spalling and salt damage in coastal concrete.

Most coastal spalling comes from chlorides. Salt from sea spray or seawater works its way through the concrete until it reaches the reinforcing steel, which then starts to rust. Rust takes up far more room than the original steel, so it pushes outward and cracks the concrete over the bar, eventually breaking pieces away. The problem is worse where the concrete was porous or the cover over the steel was too thin when it was built, which is common in older structures along the Illawarra coast.

You can fill a hole, but if the steel behind it is still corroding the patch is likely to crack or fall away again, and the rust often spreads beneath the surrounding concrete. A lasting repair usually means breaking out past the damage, cleaning or replacing the steel, priming it and rebuilding with a suitable repair material. Anything on a balcony, column, beam or retaining structure should be looked at by an engineer before you start.

We start by tapping the surface with a hammer; corroded areas usually sound hollow or drummy. Rust staining and fine cracks running along the line of the bars are other clues. Once a section is broken out, we keep going until the steel is clean and the concrete around it is sound. For larger structures an engineer may also order testing, such as cover meter surveys or chloride sampling, to work out how much of the structure is affected.

A properly done repair deals with the areas that have already failed, but other parts of the same structure may already have chlorides at the steel and could spall later. That is why repairs are often paired with a protective coating or sealer, and why some engineers specify corrosion inhibitors or cathodic protection on larger assets. Regular inspections and catching new cracks early also go a long way toward extending the life of coastal concrete.

Like-for-like maintenance on your own property often doesn't need a development application, but it depends on the structure and the site. Work on a seawall, on the foreshore, below the high water mark or on Crown land can bring extra approvals, and strata buildings need the owners corporation involved.
